I’m not sure why anyone would want to live in a shack if they could stay here for free.

I think this is the right idea. Make them feel like human beings and maybe they can sort out their troubled little heads. Instead of making them feel like animals, make them feel comfortable and give them a life most of them never had. Of course some cons are so twisted they’ll never change but I like this alot.

While some might argue about the suitability of this design, it certainly also encapsulates the different approach of the US and Austria to dealing with criminals and the focus, or lack there of, on re-education and returning people to society in a useful form. Wow, I’ve got to say, this has got to fall into categories. 1) It’s not free, and is an “upgrade” that wealthy inmates can opt for (I hope so), or 2) It is free. If it is free, that’s just a horrible idea, what bum wouldn’t repeatedly get himself sent to a luxury prison on the taxpayer’s dime.

It’s interesting that your reaction to a clean, presentable and newly built prison building is to sarcastically imply that it will encourage crime. Isn’t it troubling that the implicit assumption behind that logic is that prisoners deserve no better than squalid and ill-kept facilities.

Leaving aside the preposterousness of the idea that incarceration — which is meant to be a deprivation of liberties, not of proper accomodations and care — would be preferable to some imaginary desperate beggars, this is totally at odds with the notion that criminal justice is about punishment and rehabilitation, not torture.

Frankly, the extremely photogenic environment and the persistent use of glass rather than concrete seems to reflect the notion that all parts of our government should be open and visible. Our prisons should not be something to hide away because they are inhumanely disgusting. This building is clearly meant for public view, a concept that is really quite comforting for those of us who still believe in transparent democracies and fair justice.

Prisons are public architecture and should be buildings for the country that builds them to be proud to see and acknowledge. Producing one that is artistically pleasing and encourages visibility into the treatment of those with the fewest legal protections in society is both courageous and admirable.

Um, it’s not preposterous to say that beggars would try to get imprisoned. It happens in the US, and our prison’s aren’t anything like this resort. If this place is free, then it will get full fast unless there is some sort of criteria for getting in like good behavior in another institution for a while before.

I’d be interested to hear more about this problem of beggars getting in to prison. Is this just surmised, or are there documented cases? Also, are we talking night-in-jail type offenses or trial-convicion-prison situations? I could perhaps see someone goofing off and spending the night in jail if it’s below zero out, but I can’t imagine a planned crime calulated to land just the right sentence length in the facility of one’s choice. In any event, such a long term stay *would* in fact be mediated — that’s what judges are for. I’m pretty sure this place is a prison not a jail.

    Hi,
I use to be visiting this building last year for one day with a guide, and I must say that the first pictures don’t show the prison itself. In that building (with tree short “towers”) there are two diferent courts of justice (for the region and municipality),and the offices of the district attorney. The building behid thid one is a jail. Two buldings are connected with a bridge. They have a problem with a air condition - there is none. On the picture nr. 4 you can see the wooden plates on the front - they supposed to regulate the air circulation so that air condition should be obsolete - but it doesn`t work! The prison itself is intended for the inmates in last 2 two years of inprisonment, and have a large house outside of the prison walls, so the inprisoned (in their last 1/2 year) can go to job each day (outside of the prison), and renew their social life. The assumption is that the people with workin social background will not tend to become deliquent again.

Seriously, beggar won’t commit a crime just to get in the prison. That’s ridiculous. ANY prison is better than living on the street with no food and no shelters. Following this same logic, why the hell do we still have so many beggars? Because they have a 3 star minimum standard in prison condition? C’mon ppl. A beautiful prison is still a prison.

As for tax payers’ money, that’s all political talk man. Just save some money by dropping less missiles that we are doing all over the place, you can do whatever you want.

Anyway, a beautiful place and I think it’ll help the prisoners to get back on their feet, think about what they’ve done without lowering their self-esteem and further confirming they are “animals” as oppose to if they live in a dirty, animal like environment. I think by living in the “good” places, they’ll think about getting a REAL job after they get out of the prison.

Liberals… Ha, don’t make me laugh… Rather than supporting a nicely built prison, shouldn’t you guys advocate better-built schools, hospitals, community centers, homeless shelters, saving the environment, save the whales, etc. instead? Renovating prisons should be the *last* thing on your list.
Prison is still prison? Just imagine… you’re jobless and poor, you’ve got nothing to lose so you commit a robbery and ended up in this prison. Now, you don’t need to worry about your daily meals, signing up for a gym club membership, or even entertainment. You now have a life with routine, sure beats a life with a questionable tomorrow. If they let you out where do you pick up your life? Back in the slums?
No, you don’t need a 5-star prison for rehabilitation. You need a 5-star community center to help unfortunate people feed themselves, get educated, get jobs, etc. You want to spend money to *PREVENT* crimes before they happen, not on rehabilitation after victims have already suffered from crimes. It’ll be money better spent.

I could care less if they don’t have air conditioning. MOST people on this earth don’t have air conditioning, so that isn’t exactly a horrible punishment.

Anyways, apart from being NEW, this place doesn’t look all THAT exciting. Like a very low-end IKEA.
Whoever designed it perhaps just did a brilliantly good job within their budget?

That’s just funny, really.. your crime-rates in Austria will surely grow soon.
It’s totally the opposite, we shoul return to dark ages when prisons were much like hell, or often most serious killers were just plainly executed. That teaches something, now they just re-do their crimes only to get back to these comfy prisons…
Maybe if your crime is something humanistic like tax-treachery etc. then you would get a more comfortable flat. But from murders, raping, pedophilia, that should earn you a horrible pigsty with at least life-sentence, maybe death. Only few psychos can really become normal tax-paying citizens anymore.. so don’t put much hope on that.

If you look @ the prison system in the U.S.A., we are sooooo over crowded. This would be a prototype to try over here for inmates who have a chance @ becoming rehabilitated, a new chance at becoming a part of society again. Not meant for killers, rapist, child molesters or other hainus crimes. This should be for those who’s crimes were not a threat to society. Somethings gotta give! Our present system is not improving! I just heard on the news how we are overcrowded and just letting prisoners out on early release because of the problem. In order to truly rehabilitate, you need humane quarters, counseling, education, truly changed behavior and a prayer. I would like to see this experiment for the safety of our society. Even though I live in the ghetto and am myself a single parent and struggling. Don’t hate because you have less. Safety is the key. It would be a good idea to try. It can’t hurt. And I am not a liberal. I believe the punishment should fit the crime but…….we have to try something different and this “may” be it!!

  78. on 30 Jun 2007 at 9:22 pm 78.diamin said …

What are the stats? The success rate of crime??
That may determine wheather this may be an idea to try. At present the U.S. is setting violent criminals back on the streets without any rehab due to over crowding. This would be a type of prison for those that have a shot at becoming a part of society again. This would definitely not be for child predetors(they should be shot!!!), or sex crimes (again), murderers and the like! We have to come to terms that the prison system in the U.S. is failing. I live in the ghetto and I constantly see the revolving door. Decent living quarters, educate, extensive counseling sessions, no gym, I am not too sure about conjugal visits {look at what the priest do without sex}, but that’s it. Sunlight is nessesary! This could be modified to become an experiment here!

It really depends on the circumstances. For troubled youth involved in non-violent crimes I would say that it is good that we do not treat them like animals. In the US the rate of recidivism is extremely high because we mix murderers with potheads and treat everyone as an animal. Also it may feel good to get tough, but go to a place called “chop chop square” in Riyadh, Saudi Arabia and you will see why we should take pride in being a civilized western country unlike those barbarians.

But Europe is far too lax on its prisoners. Terrorists, murderers, and rapists receive notoriously light prison sentences. And in general there should be some fear of the prison system. European militaries are too cowardly to fight terrorism and their police and prison systems are so blinded by their bleeding heart compassion that they forget that they have to protect the law-abiding citizens and not just the criminals.

Thinking about this rationally, it is true that this “prison” has better accomodations than any average working middle class family can afford. This will probably boost crime rates… not because the beggars will want to commit crimes to get into this particular prison (though some may), but because the image of a prison will change. What I mean is that when people think “should I go kill someone” or “should I rob a bank” they weigh the pros & cons (subconciously). They do the comparison in this case & think ‘oh, prison won’t be that bad, in fact, it’ll be absurdly comfortable’. This just means that there will be no punishment, nothing to tell them that killing and stealing is wrong.

I am not a fan of the “torture” and capital punishment theories, but I still believe that providing accomodations that can easily surpass those of average citizens is not really a prudent decision.

Treating criminals like humans are good (mass murderers & those that do inhuman crimes: no judgement/excluded) since they are humans, providing them with food and time to reflect is good, having jobs available is good… giving them a fully furnished facility that is just the personification of LUXERY is not so good.

Just get back on track and shift the focus off rehabilation and onto culture and education so that the younger generations will be able to have firmly lodge morals and a less violent society. Education will give them better jobs and less homeless and so on. As many said above, it is the PREVENTION of crime that we should be working on, not the rehab.

They’ve really got to understand this, cause if more of these prisons pop up, I don’t know how our crime rates will ricochet.

Maybe the right idea, but this is excessive.
I do agree that we should have more comfortable prisons in the US, but they don’t have to be fucking luxurious.
There’s no need for TV, computers, internet, ping-pong tables, just give people humane accommodations without dehumanizing them.
Then, less people would develop the prisoners mindset and repeat their crimes.
Of course, there should be regular prisons for people who can’t/shouldn’t be rehabilitated, your good ole rapists and killers. Even if you could rehabilitate, which is rather unlikely, fuck them, they fucked up and now they got what’s coming to them.

A jail like the Austrian one would never work in the US. The US doesn’t have a homogeneous population, like Austria. US prisons have blacks, whites, latinos, asians, arabs, indians, etc…, and with such a variety, theres bound to be ‘racial tensions’, to put it lightly. Inter-prison violence and rivalry would still be a problem, even if the US adopts this mode of prisons.

People would cite that this Austrian prison resulted in lower crime rates, proving it works, but Austria, once again, has a homogeneous population, they don’t go hating and killing and insulting each other because of their skin color or national origins.

There is a certain percentage of the population who is likely to commit a crime. The condition of a prison is not a factor in this figure. Sure, some people may live better in prison than in the outside world but if they are willing to commit a crime to improve their living conditions then they are already in that segment of the population considered likely to break the law.

Anyone who has been incarcerated will tell you that it isn’t a cake walk no matter how pretty the prison is. You are still on the state’s schedule and your freedom is severely limited.

    The bars are still there.

No matter how wonderful the surroundings, I much rather be with my family in our humble little place, than live in a palace alone, without the chance of freedom.
One must have a mental illness to prefer incarceration over freedom to choose. Talk is cheap:-) All of you that offered to commit crimes to go to this place still haven’t done so. Why? It only proves that no matter how nice a place is, we do value our freedom, our home, our family, and our morality more than that. Prison never has been a deterent to crime, no matter how horrible it is. The recidivism rate in Europe, including Austria, has always been a lot lower than it is in the US. Maybe it’s because Europeans value their citizens as human beings throughout their life and the US only seems to care about their’s after they’ve been victimized or murdered? In the US, prisons are all about money & revenge. Obviously, it’s NOT working and somebody neeeds to reevaluate what would work better. This looks more like someone finds the inmates as valuable human beings, not just animals that need to be warehoused for their prison term. I applaud the idea! You can’t strive for better if there is none. Give people something to strive for, maybe then you will see better results. 80% of all prisoners in the US will be released back to society. Think about it.

This is dumb. They committed a crime and need to be punished, not rewarded. Which is exactly what this place is doing. Everything in here is way too nice for them. So, instead of giving money to the poor and needy, we’re giving luxury to the criminaly charged.

If you look at the front they are quite clearly administrative buildings with the prison attached, those rooms aren’t as nice as my house or my dorm room last year and I’m a student. Not to mention I can do the nasty with my other half whenever I want and not when the government says I can.

Surely it says more about the standard of living experienced by the commentators that their country’s government deems it fine and dandy that they live their free lives in places worse than this.

A fair amount of petty criminals (and from the look of things this prison is designed to deal with them) are far more the product of a bad upbringing than being truly bad. Treat them with a bit of decency and compassion and hopefully they’ll return the favour. If they don’t next time you make it a bit worse. Show them that if they’re decent they’ll be treated well and if they’re not they won’t.

Of course maybe if we treated people well to begin with. Gave them a good education, good housing and cared about them we wouldn’t need so many prisons.

Metaphors of ‘government transparency’ aside (which is the stupidest argument I’ve ever heard), prison is effective, not just as a punishment, but as a deterrent.

When somebody is about to commit a crime, they often weigh up the projected rewards of doing so against the projected consequences of being caught and then decide whether one outweighs the other.

If the projected consequence of being caught is very undesirable, then a person is less likely to be inclined to take the chance and commit the crime.

However, if the projected consequence is not particularly off-putting, then they will be more inclined to commit the crime.

This department-store inspired hotel could hardly be thought of as a suitable deterrent against crime.

Think about it - if you really wanted to do something that was against the law and this was the worst you had to fear if you were caught, would it put you off commiting the crime?

Yes, I know they can’t come and go of their own free will, but they seem to have everything they want inside, so I don’t think that bothers them too much. Once they get out again, I expect a lot of them describe it as ‘the easiest time I ever did’. If this is the case, why would they not go back to crime? It just doesn’t provide a good enough reason to stay within the law.

Prisons shouldn’t be torturous or a place to break human spirit - I do believe that they should be concerned with re-habilitating inmates, so that they have the best chance of returning to the outside world without having to resort to crime again. However, there should also be a hard lesson learned whilst in there - hard enough that you would never wish to return.

This is a pretty cushy life and if I had my way, I would replace the glass with walls and metal bars and return the prison to a place of quiet reflection, where inhabitants can sit and think about the series of events that lead to them ending up there and what they will do differently when they get out.

I believe metaphor of transparency, Daveyboysim, is just that, a metaphor and not an argument. It is a “model,” (in the sociological use of the word), or a theoretical construct that we can use to critique the present “reality” of our contextual penal system. And insofar as your theory of penal hardship as deterrent, why, this kind of prison should all the more make you happy. Imagine criminals falling in line just to be incarcerated? sooner or later our crime rate would drop drastically.

Kidding aside, the multicomplex nature of the human psyche makes it hard to pinpoint what penal theory is effective. Heck, even the word effective, given the nature of the topic, would be subject of a lot of hairsplitting. Which is why this approach, this model as it were, can be a good study. What happens when we tweak the system a bit?

It has spartan arrangement, few properties, many activities, and isolation from outside life. There is no dorm I’d want to live in for many years without being allowed to leave. Freedom of movement is restrained in any jail, and is worth so much… and the society is protected from harm at the same time… This freedom is why there are some people who keep going back out to live on the street instead of staying with their families. In the US, after being released, most inmates soon go back to jail, and 60% don’t have a job after a year. It’s a great waste. They do not go back because jail is so good, but because it is too different from real life, and they can’t adjust back to society anymore…

  110. on 26 Mar 2008 at 4:51 am 110.AnneDroid said …

What an interesting debate. I work in the Scottish Prison service which has two “open” jails which are controversial in this country too - should we treat prisoners as well as we do or not? The tabloid newspapers certainly would say NO.

For a number of our prisoners, jail life is undoubtedly a vast improvement on life outside, no bills, no responsibilities, routine and stability, and company.

But just because that’s true, it does not follow we should make jail conditions worse. This will only dehumanise these damaged people further. With support I have seen lots of guys do really well and be rehabilitated.

Of course the newspapers aren’t interested in them. You NEVER hear about the success stories. But that doesn’t mean there are none, here or in Austria, or anywhere else.
